Rotate text and images using the 'ROTATE' option shown on the tool on the bottom center of the cover design tool.
Simply select the text box or image and click 'ROTATE'.
The text or image will be rotated in a clockwise direction at 90 degree intervals.
Or, you can click the circle at the top of the image/text box, and drag it to the desired angle:
